The Pennsylvania Department of Environmental Protection (PADEP) implements the EPA-delegated point source National Pollutant Discharge Elimination System (NPDES) program. The central and field PADEP offices take on different roles to develop the program and issue permits and then conduct necessary monitoring and enforcement activities for issued permits.

The NPDES permitting program includes stormwater associated with specific classes of industrial activities, small flow treatment facilities (SFTFs), and concentrated animal feeding operations (CAFOs). The general industrial stormwater permit was reissued in September 2016 for a new 5-year term. PADEP is revising general permits for SFTFs and CAFOs and will reissue them in 2019 and 2018, respectively.
