To reduce erosion and sediment pollution from earth disturbance activities (i.e., construction), regulations require National Pollutant Discharge Elimination System (NPDES) permits for new development, which include standards and criteria for minimizing erosion and post-construction stormwater management.
Requirements for control measures and facilities include the use of best management practices (BMPs), primarily by establishing design and performance standards. The post-construction stormwater management requirements emphasize minimization of impervious cover, low-impact development designs, and innovative stormwater BMPs and are mandatory when permit coverage for construction is required. Two technical guidance documents – the Erosion and Sediment Pollution Control Manual and the Stormwater Management BMP Manual – were published by the Pennsylvania Department of Environmental Protection (PADEP) to aid with compliance of the regulations. PADEP is in the process of updating the Stormwater BMP Manual.
