The Ohio Department of Agriculture (ODA) works with local Soil and Water Conservation Districts (SWCD) to educate the agricultural community about manure and fertilizer application requirements and nutrient management plans.

Implementing and enforcing these restrictions is a top priority for ODA and the SWCDs.

Farmers that fully implement the 4Rs (fertilizer application that is the right source, at the right rate, at the right time, and in the right place) are eligible to receive a Farm Stewardship Certification. A pilot program, the Agricultural Stewardship Verification Program, has been established in Wood and Henry Counties to evaluate the resources required to implement this program statewide.
